Planning Board Minutes 11/15/05
Minutes of Meeting— November 15, 2005

The Hudson Planning Board met at the Town Hall, 78 Main Street, Hudson, Massachusetts.  
At 7:30 p.m., Chairman Robert D’Amelio called the meeting to order.
Present:        Robert D’Amelio, Dirk Underwood, Tom Collins, and Sante Parente.  Rodney Frias arrive at 7:35pm.


Planner’s Report

Bond Reduction  – Lauren Heights
The Board received a request for bond reduction from Michael O’Malley.  The Board also received a denial letter from Bob LaBossiere stating that DPW is not willing to reduce the bond amount at this time due to a break in the water main within the development.  Several weeks ago the DPW had to respond to a complaint about a large amount of water bubbling up from the new roadway and running down the road.  We determined that it was a break in the water main that the developer installed.  We proceeded to shut the valve that supplies water to the development and the flow of water stopped.  We can not reduce the bond until such time as the main is repaired, since the amount for the water main has already been reduced.

The Board took no action

Lower Road  – Tom Dipersio
Present was:    Tom Dipersio, Sr
Mrs. Malloy, Owner of property

The Board received correspondence from Jeff Wood dated April 12, 2002, a copy of the driveway permit signed by DPW and e-mail from Lawrence Norris of 9 Lower Road.

Mr. Dipersio presented the plan to construct a driveway for a single family home on Lower Road.  Mr. Dipersio stated that DPW has signed the driveway permit.  This project is on for the Conservation Commission meeting of November 17, 2005.

Rodney Frias arrived

Bob D’Amelio would like clarification from both Tony Marques and Jeff Wood.  Mr. D’Amelio would like to receive updated comments from Jeff Wood.  Mr. Dipersio will contact Jeff Wood and Mr. D’Amelio will speak with Tony Marques.





230 Washington Street – Site Plan Review
Present was:    Michael Dryen, Heritage Design Group
                Eric Knapp, Hudson Washington LLC

Michael Dryen, Senior Project Manager for Heritage Design Group presented a site plan for a retail building addition at 230 Washington Street.  The project site is part of the Washington Square Plaza, defined on the Town of Hudson Assessors Maps as Map 52, Lot 141, containing approximately .89+- acres of land.

The project for Washington Square Plaza was approved by the Hudson Planning Board in November of 1999.  The vast majority of the site work had been completed in accordance with the Site Plan, with the exception of a certain parcel containing ‘Pad 2’, which was never fully developed due to lack of tenants.

Mr. Dryden explained that there are two changes to the approved Site Plan of 1999.  There will be 4 tenants in the new building and the dumpsters will be enclosed.  

Lee Murphy, Main Street – had questions regarding the amount of trips per hour and if they were expanding.  Mr. Dryden explained that they do not expect a major increase from the present and the plan will be the same as the previously approved plan.

Rodney Frias, seconded by Tom Collins, moved to close the public hearing.

Vote: 5-0-0, Unanimous

Dirk Underwood, seconded by Sante Parente, moved to approved the Site Plan for 230 Washington Street (Route 85) Lot B2, plan drawn by Heritage Design Group of Whitinsville, MA dated October 14, 2005 and to authorize agent to sign.

Vote: 5-0-0, Unanimous
399 River Road – Site Plan Review, Beals Associates
The Board received a request from Joshua Allison, Beals Associates for a continuance.

Dirk Underwood, seconded by Sante Parente, moved to continue the hearing for 399 River Road until December 20, 2005 at 7:00PM.

Vote: 5-0-0, Unanimous
Brigham Hill III – Definitive Plan Review cont.
The Board received a request from Attorney Arthur Bergeron for a continuance.

Dirk Underwood, seconded by Sante Parente, moved to continue the hearing for Brigham Hill III until December 20, 2005 at 7:30PM.

Vote: 5-0-0, Unanimous
Quinn Estates – Definitive Plan Review cont.
The Board received a request from Stephen E. Poole, Consolidated Design Group, Inc. for a continuance.

Dirk Underwood, seconded by Sante Parente, moved to continue the hearing for Quinn Estates until December 20, 2005 at 8:00PM


Vote: 5-0-0, Unanimous
